Strengthening National Energy Resilience, Pertamina Patra Niaga Balongan Refinery Strengthens Synergy in Propylene Jetty Utilisation

Balongan, tanganrakyat.id – PT Pertamina Patra Niaga Refinery Unit (RU) Balongan continues to reinforce their commitment in supporting national energy resilience through optimisation of strategic assets and the strengthening of synergy among entities within the Pertamina Group. The commitment has been established through the signing of a Cooperation Agreement on Propylene Jetty Utilisation between PT Pertamina Patra Niaga Refinery Unit Balongan and PT Pertamina Trans Kontinental (PTK), held at the Strategic Command Center, Amanah Building, Balongan Refinery, Thursday (30/7).
This cooperation agreement is valid for a period of three years, starting from 1 August 2026 until 31 July 2029, and becomes a strategic step in optimising the utilisation of port infrastructure while also strengthening the national energy supply chain and oil and gas logistics.
Through this cooperation, the Propylene Jetty of Refinery Unit Balongan is not only utilised to support the distribution of the refinery's primary products, such as Propylene, Avtur, and LPG, but is also optimised as a multi-user facility to support the logistical activities of PT Pertamina Trans Kontinental (PTK) in serving the operations of PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ).
The synergy encourages mutually reinforcing relationships among companies within the Pertamina Group. Refinery Unit Balongan serves as the owner of the strategic jetty infrastructure assets that provides the wharf facilities, PT Pertamina Trans Kontinental acts as the port services operator, while PHE ONWJ utilises these facilities to support its offshore operational activities. The successful execution of PHE ONWJ's upstream projects (such as the OO Project) is expected to contribute in increasing gas supply, which will support the operational sustainability of Refinery Unit Balongan.
The utilisation of the Propylene Jetty/Wharf at Refinery Unit Balongan is designed to maximise the function of existing port infrastructure so that it may be operated on a multi-user basis. In addition to supporting the primary requirements of Balongan Refinery in the distribution of Propylene products, Avtur, and LPG supplies, this cooperation enables the wharf to be utilised by PTK to serve the logistical operational needs of PHE ONWJ.
The Group Head of Manufacturing (GHOM) of RU Balongan, as the Acting Executive General Manager of RU Balongan, stated that this cooperation is a concrete manifestation and implementation of the One Pertamina spirit in supporting the national target of increasing oil and gas production.
"This collaboration holds immense strategic value for the sustainability of Pertamina as a whole, therefore, we are prepared to fully support this cooperation, which aims, among other things, to increase national oil and gas lifting, that ultimately, the gas supply will also return to support the operations of the RU Balongan Refinery," stated by the Acting EGM.
On that occasion, the Acting EGM also placed particular emphasis on two crucial aspects that must be maintained during the agreement period, namely asset reliability and integrity.
"Given that this Propylene Jetty is a strategic asset utilised jointly (shared asset), the reliability of the facility must be continually preserved through proper maintenance, stricts supervision, and disciplined application of the HSSE standards. The safety of all workers remains the top priority in every operational activity," he stated.
He further added that compliance with safety aspects (HSSE) must be implemented seriously, with disciplined compliance to safety procedures, learning from safety incidents elsewhere, and avoiding unsafe acts, such as jumping from facilities which do not align with procedures, given the increasing intensity of personnel movement in the wharf area.
"As the asset owner, we bear a moral responsibility to ensure the safety of workers in that area," affirmed the Acting EGM.
Concluding his remarks, the Acting EGM expressed the hope that this cooperation would serve as a gateway to other positive collaborative opportunities and initiatives in the future, thereby enabling existing facilities to deliver maximum benefit to the Pertamina Group and to national energy resilience.
Meanwhile, the General Manager of Marine & Agency Operation Region II of PT Pertamina Trans Kontinental (PTK), Eka Candra Dinata, stated that this cooperation demonstrates the capability of the Pertamina Group in managing a professionally integrated maritime logistics chain.
"PTK is fully committed to carrying out its role as the wharf operator by prioritising the principles of Operational Excellence and high HSSE standards. This synergy is a concrete manifestation of mutually beneficial collaboration (win-win solution), where the utilisation of this wharf provides operational added value for both PHE ONWJ and RU Balongan, while also affirming PTK's role in managing agency and port services reliably," emphasised Eka.
Through the integrated utilisation of the jetty, the distribution of petrochemical supplies and energy products in West Java and the surrounding areas is ensured to become increasingly stable and reliable.
In a separate meeting, the Acting Area Manager of Communication, Relations & CSR of PT Pertamina Patra Niaga Refinery Unit Balongan, Nurhidayanto, affirmed that the signing of this cooperation agreement constitutes concrete evidence of the company's commitment to optimising strategic assets in order to create added value for the Pertamina Group and the civilians.
"The collaboration between Refinery Unit Balongan, PT Pertamina Trans Kontinental, and PHE ONWJ is a concrete implementation of the One Pertamina spirit. Through the optimisation of asset utilisation, we not only enhance the company's operational efficiency but also strengthen the reliability of the national energy supply chain. This synergy serves as a crucial foundation in maintaining the sustainability of safe, reliable, and sustainable energy distribution for Indonesia," stated Nurhidayanto.
