PTK Strengthens Maritime Security System in Tanjung Santan, Ensuring Reliable Energy Port Operations

Tanjung Santan — PT Pertamina Trans Kontinental (PTK) reaffirmed its commitment to strengthening the reliability of security management services and port facility support through the implementation of an International Ship and Port Facility Security (ISPS) Code maneuver/drill at the Tanjung Santan Marine Terminal, a strategic facility owned by PT Pertamina Hulu Kalimantan Timur (PHKT). This activity forms part of PTK’s security assurance services as a Recognized Security Organization (RSO), aimed at ensuring the operational security of high-risk energy ports that operate continuously.
From PTK’s business service perspective, the maneuver goes beyond regulatory compliance and serves as a strategic platform to comprehensively test the reliability of port security systems. The simulation was designed to assess personnel readiness, the effectiveness of security procedures, the reliability of communication systems, as well as the speed of response and coordination among terminal operators, vessels, and port authorities. This approach ensures that potential security risks can be identified and addressed promptly without disrupting the continuity of oil and gas operations.
The maneuver involved integrated, cross-stakeholder collaboration, including PTK as the RSO and exercise controller; the Port Facility Security Officer (PFSO) of Tanjung Santan Marine Terminal; PHKT management as the service user and facility owner; and the Class III Tanjung Santan Port Authority Office (KUPP) as the regulator. This synergy reflects the integration of maritime security services among service providers, terminal users, and regulators within a standardized and regulation-compliant port security system.
PT Pertamina Trans Kontinental’s Fleet Director, Dewi Susanti, stated that strengthening port security is a crucial component of PTK’s maritime service reliability. According to her, the ISPS Code maneuver demonstrates the readiness of PTK’s systems, personnel, and operational support in safeguarding security and ensuring the smooth operation of strategic energy ports, while reinforcing safety as the core foundation of marine and port facility support services.
From the client’s perspective, the President Director of PT Pertamina Hulu Indonesia Regional 3 Kalimantan, Sunaryanto, emphasized that the reliability of port security systems has a direct impact on the continuity of upstream oil and gas operations. He noted that the security of port facilities is a fundamental prerequisite for the smooth distribution of materials and production outputs. Therefore, the maneuver provides confidence that the security system operates effectively, complies with international standards, and is prepared to address the dynamic risks of maritime security.
As the ISPS Code Maneuver Director and Head of RSO Operations at PTK, Marcellus Hakeng Jayawibawa explained that the simulation was conducted using realistic scenarios, including potential infiltration threats through jetty channel access. The exercise tested the activation of security levels, tiered reporting mechanisms, and integrated coordination among the PFSO, Ship Security Officer (SSO), and relevant stakeholders. Post-maneuver evaluations serve as the basis for continuous improvement to further strengthen port security systems.
The maneuver also ensured compliance with national regulations and international standards, including SOLAS Chapter XI-2 and the ISPS Code. For clients and prospective clients, such compliance adds value to PTK’s services by providing assurance that supported port facilities meet global security standards, while also helping to mitigate operational and reputational risks in the energy sector.
